According to the rules set down by the Control of Asbestos Regulations 2012, anyone who is responsible for a non-domestic building (usually commercial or industrial properties) has a duty to manage the asbestos found in that building. This means that you will need to create an asbestos management plan to monitor the material to make sure that it does not become a risk for anyone who works at or visits the premises.
If you need to have an asbestos management plan created then your first move should be to have an asbestos survey carried out. During an asbestos survey, the property will be thoroughly checked for any asbestos or asbestos-containing materials (ACMs). This survey can form the basis of your management plan.
But who is actually allowed to carry out an asbestos survey for you? It may be the case that you have a surveyor who you often use to carry out work on your building and you might want them to do it. The problem is that asbestos surveys are far more specific and not all surveyors are trained and accredited to carry out these sorts of inspections. Aside from the fact that they can get into trouble for conducting an asbestos survey, you’re also going to be getting your information from someone who is not a qualified professional.
Even worse, some business and building owners who have experience of building and construction materials believe that it is fine for them to go round themselves and attempt to uncover any asbestos in the building. It is important to remember that if you’re not qualified to carry out asbestos surveys you can end up putting yourself in a dangerous situation.
The Health and Safety Executive (HSE) strongly recommend the use of a consultancy accredited by the United Kingdom Accreditation Service (UKAS). You should check that the company that you are considering using is fully approved and accredited, and check through UKAS rather than taking their word for it.
